TCAP/Exchange Programs
Tax Credit Assistance Program (TCAP)
North Carolina has received $52,152,687 from the Tax Credit Assistance Program (TCAP), which was included in the American Recovery and Reinvestment Act of 2009 (ARRA). TCAP provides funding for capital investment in Low-Income Housing Tax Credit properties. State housing finance agencies distribute these funds competitively and according to the Qualified Allocation Plan (QAP). Projects awarded Housing Credits in 2009 are eligible for funding, and priority will be based on the Final TCAP Criteria.

Section 1602 Exchange Program (Exchange)
Section 1602 of ARRA allows housing finance agencies to elect to receive cash with respect to a certain portion of the state’s tax credit ceiling. Agencies must use funds to make sub-awards to finance the acquisition or construction of qualified properties, subject to the same requirements as the program.
