The North Carolina Housing Finance Agency offers programs to help local governments and nonprofit organizations finance new housing and rehabilitate existing housing for North Carolinians with low and moderate incomes. If your organization helps home buyers in your community, our financing could reduce their mortgage payments by up to 25%. And if you're a self-help group, you may be eligible for permanent mortgage financing to help you provide a single, interest-free mortgage loan to your buyers. Local governments and nonprofits also may be eligible for financing for emergency repairs, moderate home rehab and accessibility modifications to help low-income homeowners who are elderly or have special needs.

Available Options

Community Partners Loan Pool

By becoming a CPLP member, you can offer financing to your qualified clients that may reduce their mortgage payments by up to 25%.

Self-Help Loan Pool

By joining the SHLP, your organization may receive permanent mortgage financing that can be combined with your own mortgage funds to provide a single, interest-free mortgage loan to your qualified home buyers.

SystemVision™ Energy Guarantee Program

If you are partnering with us through the CPLP or SHLP, you may also be eligible for construction subsidies by developing homes that meet specific energy efficiency standards.

Essential Single-Family Rehabilitation Loan Pool

Members of the Essential Single-Family Rehabilitation Loan Pool can apply for funding to rehabilitate homes with elderly occupants or those with disabilities, as well as homes with lead hazards that have a child six years old and under living in them.

Urgent Repair Program
