Training
Our goal is to make compliance with federal and state regulations as simple as possible. Professional trainers offer periodic training sessions to help owners and managers ensure that their properties and tenants meet the requirements necessary for their federal tax credits.

Low-Income Housing Tax Credit Program
The North Carolina Housing Finance Agency’s asset management staff presents periodic training sessions on maintaining compliance with Low-Income Housing Tax Credit regulations. We also provide supportive services workshops periodically during the year.
Each six-hour training session emphasizes specific state interpretations and uniform minimum procedures based on our monitoring experience and compliance requirements. The material is updated regularly; we recommend that on-site and other compliance personnel attend Agency training at least once annually.

In addition, nationally recognized trainers hold multi-day seminars within the state. Several of these seminars offer tax credit designations. The national trainers provide comprehensive information on compliance issues as well as the latest IRS rulings. They thoroughly cover the fundamentals of compliance, offering separate courses for persons with different skill levels.
The Agency requires that the management for each Housing Credit property include at least one supervisor who is certified as a tax credit compliance specialist. Such certification must be from an organization approved by the Agency.

Federal form 8609 will not be issued until the owner and/or management company produces evidence of attending a low-income housing tax credit compliance seminar sponsored either by the Agency or a sponsor acceptable to the Agency within the last 12 months. If a potential noncompliance is discovered during a compliance monitoring review, the ownership entity will be required to have its managing agent attend a compliance training session within two months of receiving Form 8823.

Rental Production Program (RPP)
The Agency’s asset management staff presents periodic training sessions on maintaining compliance with Rental Production Program (RPP) requirements. The three-hour training session emphasizes specific state interpretations of federal regulations and procedures that comply with the requirements of the loan documents. The material presented is updated regularly, so it is recommended that on-site and other compliance personnel attend Agency training at least once annually.
In addition, nationally recognized trainers hold multi-day seminars within the state which compliment the RPP program. While the seminars do not substitute for the Agency's RPP training sessions, the national trainers provide comprehensive information on a variety of critical tax credit compliance issues that can be helpful when combining tax credits with RPP financing. They thoroughly cover the fundamentals of compliance, offering courses for persons with different skill levels.
