2019 ISHP NOFA Program Requirements

2019 Integrated Supportive Housing Program (ISHP)

Projects with a 2018 tax credit award may be eligible to apply for 2019 ISHP funding.  Projects must meet the following criteria:

  1. New Construction
  2. Available to Families (not restricted to elderly)
  3. Placed in Service date must be between April 1, 2020 and December 31, 2020
  4. Minimum 15% one-bedroom units (of total units)
  5. Demonstrated funding gap due to increased project costs or demonstrate a reduction in amortizing debt
  6. Identified by the local LME/MCO as a desirable location for TCLI clients.

A minimum of $4.375 million of funding from NCHFA and NCDHHS is available to create integrated supportive housing (ISH), where no more than 20% of units are set-aside for participants in the Transitions to Community Living Initiative (TCLI). A maximum of $625,000 per project will be awarded, NCHFA will determine the funding amount based on the demonstrated funding gap and the number of ISHP units created.  More details about project eligibility and conditions of funding can be found here.  Applications are due to NCHFA by Monday, September 30, 2019 at 5pm.

Projects for consideration will be selected by the regional LME/MCO, in consultation with DHHS.  Only one application from each LME/MCO catchment area will be accepted.  However, LME/MCO’s are not required to participate.  LME/MCOs that choose to participate, in consultation with DHHS, will select the one application to submit. DHHS at its discretion may recommend funding of more than one application per catchment area be considered.
