Training Schedule & Registration
The N.C. Housing Finance Agency conducts compliance training periodically throughout the year to help owners and managers maintain compliance with the Agency’s affordable housing programs, including Low-Income Housing Tax Credits, Supportive Housing, and Rental Production Programs (RPP) as well as with the requirements of funding sources such as HOME and the N.C. Housing Trust Fund. Training's focus on tenant eligibility, program rules and regulations, reporting requirements and specific state requirements. The training sessions are regularly updated with changes to the federal and state programmatic regulations as well as any Agency procedural changes and requirements.
In addition to tax credit, RPP and supportive housing training's, the Agency will conduct eligibility training the third Tuesday of each month beginning in March.
To stay abreast of Agency, federal and state changes within the affordable housing industry, attendance at one of the following Agency compliance training is encouraged for:
- New supervisors, on-site managers and leasing personnel
- Experienced staff
- Owners of developments allocated credits or other agency funding
- Personnel responsible for compiling NCHFA reports
- Training is required to meet the provisions under the Qualified Allocation Plan prior to receiving form 8609 under the Low Income Housing Tax Credit Program
Throughout the year, we will provide notification of nationally recognized compliance training seminars that are offered within the state, several which offer tax credit or other well-known designations. These national trainers can offer comprehensive training sessions that target a multitude of issues and skill levels.
Basic Compliance Agenda
All-new training format. Basic Compliance training focuses on Agency specific procedures and requirements, such as industry updates, compliance monitoring, how to comply with program requirements, required documents and required forms. The session also covers what to expect during a monitoring review or inspection and how to avoid an 8823. We will also review inspection standards.
Advanced Compliance Agenda
All new training format. Advanced Compliance training is a more in-depth look at tax credits combined with other Agency programs. We focus on requirements to comply and manage a property financed with Agency funds under the HOME Program, Housing Trust Fund, PLP funds, and the Key Program (rent increase request process; reserve account requirements; how programs fit). We address Agency reports and requirements.
Eligibility Training
Eligibility training focuses on how to qualify and certify residents for tax credit, Rental Production Program and Supportive Housing units. The HUD 4350.3 manual is used as the basis for determining eligibility. The training explains what is counted and excluded from income when qualifying applicants and re-certifying residents. Learn how to document eligibility to avoid costly mistakes and practice new skills with exercises.
Supportive Housing Training
For the morning session, Supportive Housing training will focus on the basic program requirements, completing the Project Activity Report, Rent Increases and Reserve Accounts. After lunch, Eligibility Training designed specifically for the Supportive Housing Program will be provided. This training is required of all new awards.
Registration
and Fees
Session seating is limited. To register, click on the training type with the date you wish to attend. Complete the registration form and submit. Once seats are reserved, you will receive an email confirmation. Attendees must be registered 25 days prior to the session to avoid late fees. A $10 late fee will be involved per person per class if fee registration is received less than 25 days before the workshop date. Unregistered walk-ins will be accommodated if possible, but are not guaranteed seating or materials and must pay registration fees, including late fees at the door. Refunds will be made for cancellations made at least 10 days prior to the training session or attendees can transfer to a future training session. If cancellation/transfer notice is less than 10 days, there will be a $30 transfer/refund fee. Sessions are subject to cancellation due to inadequate registrations.
- Basic Compliance training is $90 per person for registrations received 25 days in advance. There will be a $10 late registration fee for all registrations less than 25 days in advance. Registration begins at 8:30 a.m. with the program running from 9:00 a.m. to 4:30 p.m.
- Advanced Compliance training is $45 per person for registrations received 25 days in advance. There will be a $10 late registration fee for all registrations less than 25 days in advance. Registration begins at 8:30 a.m. with the program running from 9:00 a.m. to 4:30 p.m.
- Eligibility & Supportive Housing training sessions are free-of-charge; therefore, it is imperative that registration be made 25 days prior to the session. There will be a $10 "No Show" fee, as seating will be very limited.
National training seminars
Seminars conducted by national trainers will cost approximately $250 - $500 for one-to-three-day sessions. Trainers listed below are approved to meet the owner/agent requirement to attend training prior to receipt of an 8609 and after filing of an 8823.
