Consolidated Plan

The Consolidated Plan is both a planning document and an application to the federal Department of Housing and Urban Development (HUD) for block grant funding. It covers the use of:

  • HOME (HOME Investment Partnership),
  • CDBG (Community Development Block Grant),
  • ESG (Emergency Shelter Grants), and
  • HOPWA (Housing Opportunities for Persons With AIDS).

States, local governments, and consortium of governments apply for these block grants by preparing and submitting plans for their use to HUD.

The consolidated planning process has three parts:

  • Five-Year Strategic Consolidated Plan
  • Annual Action Plan
  • Consolidated Annual Performance and Evaluation Report

Five-Year Strategic Consolidated Plan

The Five-Year Strategic Consolidated Plan (Five-Year ConPlan) identifies the needs and activities that the state will prioritize during the upcoming five years. The 2006-2010 ConPlan (including its Executive Summary) has been submitted to HUD and is effective January 1, 2006.

As part of the Five-Year ConPlan, the state undertakes a Housing Market and Needs Assessment (see pages 134-236 of the plan). North Carolina also completes an Analysis of Impediments to Fair Housing Choice during the year it completes the Five-year ConPlan.

Annual Action Plan

Each year, North Carolina writes a plan specifically covering the activities to be undertaken during that year; this is the Annual Action Plan (sometimes called the One-Year ConPlan). This plan lists the amounts of funding the state expects to invest in specific activities during that year.

These funding decisions are based on the priorities identified in the Five-Year Strategic Consolidated Plan.

Consolidated Annual Performance Evaluation Report (CAPER)

The Annual Action Plan projects what the state will do during a particular year; in contrast, the Consolidated Annual Performance Evaluation Report (CAPER) reports what the state accomplished during the year. North Carolina submits a CAPER to HUD every March describing what it accomplished with the block grant funding during the previous calendar year.
