Notice of Hybrid Public Hearing and Request for Public Comments
2026-2030 Consolidated Plan
The State of North Carolina invites residents, community organizations, service providers and stakeholders to participate in its upcoming hybrid public hearing regarding North Carolina’s 2026–2030 Consolidated Plan and 2026 Annual Action Plan. The hearing will be held in-person and virtually. Public Comments will be accepted at the hearing or may be submitted via electronic or postal mail.
The 2026-2030 Consolidated Plan and 2026 Annual Action Plan will guide the allocation of federal funding received from the U.S. Department of Housing and Urban Development (HUD) to address critical needs related to housing, community development and public services across the state. The Consolidated Plan serves as the framework for the state’s priorities and goals for several HUD-funded programs including: the HOME Investment Partnerships Program (HOME), the national Housing Trust Fund (nHTF), Community Development Block Grant Program (CDBG), Emergency Solutions Grants Program (ESG), Housing Opportunities for Persons with AIDS Program (HOPWA) and the Recovery Housing Program (RHP).
A copy of the State’s 2026-2030 Consolidated Plan, and the 2026 Annual Action Plan will be available for public review from May 15, 2026, until June 15, 2026. All documents and more information are available on the North Carolina Department of Commerce website.

Public Comment Period
Comments concerning the 2026-2030 Consolidated Plan and the 2026 Annual Action Plan should be made during the scheduled public comment period or hybrid public hearing. The scheduled comment period is from May 15, 2026, to June 15, 2026. Written comments will be accepted until 5:00 PM EST on the closing date and may be submitted via:

Any mailed comments received after the last day of the public comment period must bear a postmark dated on or before June 15, 2026, to be considered. All comments received during the public comment period and at the public hearing will be reviewed and considered. A summary of all comments and the State’s responses will be included in the final submission to HUD and posted on the Department’s website
