2026-2030 Consolidated Plan Listening Session
The State of North Carolina invites residents, community organizations, service providers and stakeholders to participate in its upcoming community listening session to gather public input for the development of the 2026–2030 Consolidated Plan.
The Consolidated Plan will guide the allocation of federal funding received from the U.S. Department of Housing and Urban Development (HUD) to address critical needs related to housing, community development and public services across the state. The Consolidated Plan serves as the framework for the state’s priorities and goals for several HUD-funded programs including: the HOME Investment Partnerships Program (HOME), the national Housing Trust Fund (nHTF), Community Development Block Grant Program (CDBG), Emergency Solutions Grants Program (ESG), Housing Opportunities for Persons with AIDS Program (HOPWA) and the Recovery Housing Program (RHP).
All interested parties are encouraged to attend and share their input at the upcoming listening session. Written comments may also be submitted via email to: [email protected]. NOTICE OF TELEPHONIC PUBLIC HEARING BY THE NORTH CAROLINA HOUSING FINANCE AGENCY REGARDING THE FINANCING OF A MULTIFAMILY HOUSING DEVELOPMENT IN THE COUNTY OF PAMLICO, NORTH CAROLINA WITH THE PROCEEDS OF TAX-EXEMPT BONDS
NOTICE IS HEREBY GIVEN to all interested persons that the North Carolina Housing Finance Agency (the “Agency”) has been requested to issue its revenue bonds (the “Bonds”) for the purpose of (a) financing the acquisition, construction, equipping and furnishing by Pamlico Grove Apartments, LLC, a limited liability company created under the laws of the State of North Carolina, or an affiliate thereof (the “Borrower”), of a new multifamily housing development in the County of Pamlico, North Carolina and (b) paying certain fees and expenses incurred in connection with the issuance and sale of the Bonds.
The development to be financed with the proceeds of the Bonds will be an approximately 48-unit multifamily residential complex to be located at approximately 11423 NC Highway 55 in the Town of Grantsboro in the County of Pamlico, North Carolina, to be known as Pamlico Grove Apartments, to be owned by the Borrower. The aggregate principal amount of Bonds to be issued for such development shall not exceed $4,000,000.
The Agency will hold a public hearing with respect to the issuance of its Bonds to finance a portion of the cost of the development on April 29, 2026 at 11:00 am at which time any person may be heard regarding the issuance of the Bonds. The Agency will hold the public hearing by telephonic conference call. Any person wishing to comment on the development and proposed issuance of the Bonds by the Agency may do so by a toll free call to 888-804-1335, conference room 7914140. In addition, any person wishing to comment in writing on the issuance of the Bonds should do so prior to the date of such hearing to Brett Warner, Chief Financial Officer, North Carolina Housing Finance Agency, 3508 Bush Street, Raleigh, North Carolina 27609.
Following the holding of the public hearing, the Agency intends to submit the comments received to the State Treasurer of the State of North Carolina and request approval by the State Treasurer, as the designee of the Governor of the State of North Carolina, of the issuance of the Bonds for the development.
